Riot usually patches the PBE earlier than the live server. And sometimes they accidentally slip something in that wasn't meant to be seen.
Riot always puts the new patches on the PBE before they ever make it to the Live Server. This includes balance changes, new game modes and even cosmetics. Data miners usually figure out everything that is on a new PBE patch within the first few hours of the patch. It is also not uncommon for Riot Games to include things in the patches that might have been put in early.

Our favorite YouTube League of Legends Creator “SkinSpotlights” shared a preview of new emotes and icons on X/Twitter yesterday. Amongst these new icons were some that we don't know anything about, except what champions they could resemble. Since everybody was getting confused as well as hyped SkinSpotlights has also found the names for these icons.
Apparently we are getting a new skin line called Primal Ambush. The first batch of skins will be:
- Primal Ambush Riven
- Primal Ambush Talon
- Primal Ambush Sivir
- Primal Ambush Vi
New Dragon-Themed Content For Lunar New Year
We're also getting quite a few emotes that will probably be released with the new esports season. You can most likely get these as drops from watching any competitive matches on lolesports.com.
There will also be a special Event Icon which seems to be connected to Dragon Fist Lee Sin and a Border for the legendary Dragon Trainer Tristana skin. It's safe to assume that with the new Year of the Dragon, we are getting some Lunar New Year Dragon content.
